I beg to ask the Vice-President of the Committee of Council on Education whether, as the parties concerned are understood to entertain no objection to such publication, he will cause to be presented as a Command Paper the joint memorandum on the relations of primary and secondary schools to one another in a national system of education which was based on the statistics embodied in a Parliamentary Return, No. 264, and unanimously agreed to in November last by representatives of the Incorporated Association of Head Masters, and of the Association of Higher Grade Schools, and which was subsequently adopted separately by the two associations?
