I beg to ask the Under Secretary of State for Foreign Affairs whether the Government can communicate to the House the text of the scheme for the government of Crete as modified by the Admirals, and unanimously adopted by the Assembly?

I find, on making further inquiries, that I cannot communicate the text of the scheme, because it has not reached us in its final shape. What has happened is this: the Admirals made a statement to the President and some leading Members of the Cretan Assembly of the intentions of the Powers, and then deputed the Consuls to draw up, in concert with the Executive Committee of the Assembly, a scheme of administration which is to be submitted to the Council of the Admirals. We heard by telegram on Saturday that the Assembly had accepted the general scheme of the Admirals, and that an Executive Committee had been appointed to draw up the administrative regulations which will be required for its enactment.
