MR. CURZONThe Russian authorities appear to have shown considerable activity, principally in the distribution of charitable relief in Crete. The Russian sphere of influence does not touch Suda Bay, which is in the internal sphere. The Russian sphere begins at Cape Drepano.

MR. CURZONNo, Sir, the international sphere includes Suda Bay, and also a considerable area south of it, and it is only bordering upon that sphere that the Russian area begins. It does not touch the sea.
