I beg to ask the Secretary of State for the Home Department whether he will introduce into the draft Prison Rules the following rule, which is now in force in the prisons of Scotland: "The chaplain shall call the attention of the governor and medical officer to the case of any prisoner whose mental condition in his opinion requires their notice?"

It is already the duty, as the hon. Member will see if he turns to the rules which I have laid before the House, not only of the chaplain but of every officer to direct the attention of the governor to such cases in order that the opinion and instructions of the medical officer may be taken.
