I beg to ask the Under Secretary of State for Foreign Affairs whether the assurances given to this country by the Governments of Russia and Germany with regard to the recognition and upholding of British trade and Treaty rights in China are now being reduced into a written form or otherwise recorded; if so, whether the documents will be communicated to the House?
