On behalf of the hon. Member for Wick Burghs, I beg to ask the Lord Advocate whether public officials appointed and paid by the Crown and exercising judicial functions in Scotland may freely deliver political addresses of a partisan character in Scottish constituencies?


I am not prepared to give an answer to an abstract question of this kind in reference to the obligations of persons who are not under my control.
