I beg to ask the First Commissioner of Works whether it is his intention to invite designs by open competition from the architects of the United Kingdom for the new buildings proposed to be erected on the Whitehall sites?

No, Sir, it is not the intention of the Government to go to open competition, they having decided to take the responsibility of appointing architects to prepare designs for the new buildings to be erected.
