I beg to ask the Lord Advocate what amount of surplus revenue accrued in Scotland from the herring brand fees from 1858 to 1880; and has any part of this surplus been applied to purposes connected with the fishing interest; and, if not, will the amount be now paid over to the Scottish Fishery Board to provide harbours needed on the coast of Scotland?

The Treasury decided in 1858 to retain the official brand for herrings provided if was made self supporting. There are, as the hon. Member will find on a perusal of the Estimates, many instances of appropriation in aid of the expenses of Departments which include official salaries. I see no reason for changing the present arrangement.
