I beg to ask the Under Secretary of State for Foreign Affairs whether, under the decree issued by the Sultan of Zanzibar on 6th April last, British officers have been appointed to watch the cases and to prevent injustice, in accordance with the instructions sent to Mr. Hardinge on 10th February by Lord Salisbury, in each of the district courts on the Islands of Pemba and Zanzibar; and, if so, whether such officers are carrying out this work?

In accordance with the recommendation of Her Majesty's Government, Mr. Hardinge proposed that Mr. Last, who has had large experience in the interior of the island of Zanzibar, and Archdeacon Farler, late of the Universities Mission, should be appointed for Zanzibar and Pemba respectively; and they are believed to be now engaged upon these duties.
