I beg to ask the Secretary to the Treasury, in view of the fact that the Court of the Edinburgh University states that their resources do not admit of any expenditure on the preservation of the Library Buildings, will he consider the advisability of providing an additional grant to enable them to restore the Library, so that the Library may present a decent and cleanly appearance not only to the Jubilee visitors but to the numerous Scotsmen who visit the capital of their native country?

No such application has reached the Treasury either through the Scottish Office or direct, and I do not suppose that the University authorities can contemplate any such appeal to the taxpayer. The Scottish Universities already receive a grant of £42,000 a year in full discharge of all their claims on public funds, and I cannot hold out any hope of further assistance for this purpose.
