I beg to ask the Secretary to the Treasury as representing the Postmaster General, having regard to the fact that, out of the 4,324,000 withdrawals estimated to have been made from the Post Office Savings Bank during the year 1896, only 25,000 are estimated to have been made to third persons, will he state whether it has been found necessary to make arrangements so that money withdrawn by telegraph may be paid to a third person; and, if such arrangements have been made, will he state to what extent money withdrawn by telegraph has been paid to third persons?

Money withdrawn from the Savings Bank by telegraph can be paid to a third person in the same way as money withdrawn by the ordinary means. No separate record is kept of such cases and the Postmaster General cannot, therefore, state to what extent money withdrawn by telegraph has been paid to third persons.
