I beg to ask the Under- Secretary of State for Foreign Affairs, whether, in view of the special facilities which the Russian Government is reported through Her Majesty's Ambassador, Sir N. O'Conor, to be making for the acceleration of the landing of Scotch herrings at St. Petersburg, he will again consider the expediency of approaching the Russian Government with a view to a reduction of the duty on herrings imported from Scotland, as recommended in the Fourteenth Annual Report of the Fishery Board for Scotland?
