I beg to ask the Attorney General for Ireland, in view of the fact that it is expressly provided by Statute that the land certificates of tenant purchasers should be handed over to such tenant purchasers, will he explain why the Land Commissioners impound the certificates and decline to hand them over as directed by the Act of Parliament?

Copies of the certificates are furnished to the purchaser, and the originals are retained by the Land Commissioners for the reasons stated at length by my right hon. Friend the Chief Secretary for Ireland on the 24th of July, 1896, in reply to a Question addressed to him by the hon. Member for Cork City. I beg to refer the hon. Member to that answer, to which I have nothing to add.
