HANBURYThe extension of rural post deliveries must be a work of time, and the reduction of the foreign and colonial rate must depend upon the decision of the Postal Union Congress, and in any case could not be brought into operation until 1898. The Postmaster General hopes to bring the other changes into operation on Jubilee Day. [Cheers.]
