ruled that the following Instruction, standing in the name of Mr. Pickersgill, was invalid on the ground that its object could be attained by an Amendment: That it be an instruction to the Committee that they have power to insert provisions regulating and restricting imprisonment in default of payment of the fines to which the Bill relates.
