HC Deb 03 May 1897 vol 48 cc1510-1

On the Order for Committee being read,

MR. VESEY KNOX (Londonderry)

rose to move: — That it be an Instruction to the Committee that they have power to confer the franchise upon persons occupying as tenants compartments similar to those mentioned in the Bill.

* MR. SPEAKER

said the Bill related to the Service Franchise only, whilst the Instruction proposed to alter another franchise, and it was therefore outside the scope of the Bill.

Bill considered in Committee: —

DR. TANNER (Cork Co., Mid) moved to report progress.

SIR J. BLUNDELL MAPLE (Camberwell, Dulwich)

appealed to the hon. Member to withdraw his objection, as the Bill was of a non-contentious character.

MR. KNOX

said that as his Instruction had been ruled out of order, the Bill could not be said to be non-contentious, and he thought it would be impossible for the hon. Member to get it through.

Committee report progress; to sit again upon Wednesday, 30th June.
