I beg to ask the Secretary of State for the Colonies whether, having regard to the greater publicity which he has inaugurated and maintained in the administration of the affairs of the Colonial Office and the importance of pending issues involved, he will lay upon the Table of the House the instructions given to Sir Alfred Milner upon his appointment as Her Majesty's High Commissioner in British South Africa?

As I shall have been able to fully communicate the views and instructions of Her Majesty's Government to Sir Alfred Milner by word of mouth it will not be necessary to give him written instructions, but no verbal instructions will be given to him inconsistent with the statements that I have already made in this House with regard to the policy of Her Majesty's Government in South Africa.
