CHAMBERLAINAs I shall have been able to fully communicate the views and instructions of Her Majesty's Government to Sir Alfred Milner by word of mouth it will not be necessary to give him written instructions, but no verbal instructions will be given to him inconsistent with the statements that I have already made in this House with regard to the policy of Her Majesty's Government in South Africa.
