PICKERSGILLI beg to ask the Secretary of State for the Home Department what is the reason of the delay in giving effect to the recommendation of the Departmental Committee on Prisons, that the duties and responsibilities of visiting committees should be confirmed and extended, in which recommendation the Commissioners expressed their concurrence during July 1895; and when the new Rules will be laid upon the Table?
§ SIR MATTHEW WHITE RIDLEYThe reason of the delay is that I thought it desirable, before formally making the Rules, to give the Visiting Committees the opportunity of making any observations upon them they might wish. This took some time, but the Rules are now settled, and will be laid on the Table immediately.
