BALFOUR,) Manchester, E.In answer to my hon. and gallant Friend I have to say that, as he is aware, we are engaged in one Education Bill, and have in immediate prospect another dealing with primary education. Under these circumstances there is no great hope that we shall be able to deal with the matters to which he refers in the course of the present Session.
