MR. POWELL-WILLIAMSThe subject is still under consideration by certain officials of the War Department, to whom, as being specially conversant with such matters, it was referred. They have investigated it as it affects not only the War Office but several other Departments concerned. The inquiry has necessarily occupied a considerable time, but a Report on the matter as it affects the War Office will be shortly made.
