Member for South Donegal (Mr. MACNEILL), I beg to ask the First Lord of the Treasury whether, having regard to the fact that on the 15th July 1889, speaking on behalf of the Government, he stated that higher education in Ireland had long been under the consideration of the Government, and that he hoped to be able to make proposals On that subject to Parliament, he can give any assurance as to the time when these proposals which have now been under consideration so many years will be submitted to Parliament?
