Member raises a question as to the scope of an Order in Council, with regard to rights and privileges reserved to these conductors on their transfer to the Naval service. They claim promotion in Army rank while in civil employment under the Admiralty. There is some difference of opinion as to how the Order in Council ought to be read. The matter is still under consideration.
