YOUNG (Cavan, S.)I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland (1) whether he is aware that tenants on the Garvagh estate, county Cavan, who were forced by legal proceedings to pay two years' rent and costs last year and who have since served notices to have fair rents fixed, were again compelled under threat of legal proceedings to pay two years' rent this year; (2) whether he is aware that the practice has become general in county Cavan when tenants serve notices to have fair rents fixed to receive threatening letters calling on them to pay up all arrears, and thus intimidate others from going into court; and (3) whether he can take any action in the matter?
