I beg to ask the Secretary to the Treasury, as representing the Postmaster General, if he will state on what date he proposes to bring in the Bill which will place parish councils in Scotland on the same footing as similar councils in England, in the matter of guarantees for improved postal and telegraph facilities?

I had hoped to be able to introduce this Bill before now, but it has been impossible to do so. I expect to bring it in one day next week.
