§ MR. G. C. T. BARTLEY (Islington, N.)I beg to ask the Secretary of State for the Home Department whether he is aware that in the case of Dr. C. A. Bynoe, who was in 1892 convicted at the Old Bailey of forgery, a woman of 1213 the name of Rose Ripsher has confessed to the Home Office authorities that she alone was guilty of the forgery, and that Dr. Bynoe was convicted in error; and whether he has taken steps to release Dr. Bynoe.
§ SIR MATTHEW WHITE RIDLEYI am fully aware of this woman's confession. The case of the prisoner Bynoe has been repeatedly under consideration, but neither my predecessors nor myself have found any reason to doubt the justice of His conviction.
