had the next Amendment on the Paper, which was to add at the end of the Address the words:— But we humbly express our regret that no measure is announced by Your Majesty for a simplification of the registration laws for Parliamentary and Local Government elections, so that duly qualified persons may be placed upon the electoral register without the present unnecessary complications and delay.

MR. SPEAKER

ruled that this Amendment was out of order, inasmuch as it anticipated a Bill of which notice had been given dealing with the same subject.
