§ THE PRESIDENT OF THE BOARD OF TRADE (Mr. RITCHIE,) CroydonYes, Sir, the report of the Inquiry held by Sir George Nares as regards the proposed Artillery by-laws for Spithead and the Solent has been received. A copy of it was sent to the War Office for their consideration, and the Board of Trade have not at present approved of the bylaws. The Report is of a confidential nature, and, as at present advised, I do not think that a copy can be properly laid on the Table.
