I beg to ask the First Lord of the Treasury whether, in any Measure which the Government may bring in for giving relief to necessitous Board Schools in England, the Government will introduce the principle, which is of universal application in Scotland, of levying the school rate one half upon the owner and the other half upon the occupier?

The statement of the law as it obtains in Scotland is, of course, perfectly accurate; but I do not think the occasion for relieving poor Board Schools offers a particularly relevant opportunity for making the change in England even if that change were recognised in the House as in itself desirable.
