I beg to ask the Under Secretary of State for Foreign Affairs whether, in view of the recommendations of the Fishery Board for Scotland in the 14th Report, he is prepared to represent to the Governments of Austria and Russia the need of the reduction in the duty on herrings imported from Scotland into those countries?
