I beg to ask the Secretary to the Treasury, as representing the Postmaster General, whether the contract for the proposed fast Atlantic mail service between this country and Canada is to be made between the Canadian Government and the Steamship Company alone, or if the British Government is to be a party to it; and, if so, will the contract be brought before this House for ratification?
