I beg to ask the President of the Board of Trade whether the Committee he has appointed to inquire into the competition between British and foreign trade will have it in their power to take cognisance of cases in which British manufacturers and merchants and British enterprise in India or the Colonies have been discouraged, and trade and business lost, by reason of favour shown to a foreign Government, or by reason of an industrial enterprise being rendered valuless by the competion, change of policy, and mode of working of the British Indian Government itself?
