§ SIE MATTHEW WHITE RIDLEYI have already explained that this Report has been delayed unavoidably, owing to the fact that it now has to include returns collected under the Act of 1895. The Chief Inspector informs me that he will complete the report next week, but I fear it may be some weeks before it can be circulated.
