§ Then Her Majesty's Government hare had to consider very carefully the responsibility of their position as the paramount Power in South Africa—[loud 1271 cheers.]—and they have deemed it necessary to make a material increase in the Imperial garrison in that part of the world. [Cheers.] My right hon. Friend the Secretary of State for the Colonies will take an early opportunity of explaining the reasons for that decision—["hear, hear!"]—but I may shortly say that it has been taken in no aggressive spirit— ["hear, hear!"]—that we intend to fulfil to the utmost all our own obligations; but we expect others to do the same. [Cheers.] I have to reserve £200,000 on account of that, which will leave me £809,000 to deal with.
