I beg to ask the Vice President of the Committee of Council on Education whether, when plans for the enlargement of a Voluntary School are submitted by the managers, the Education Department in giving or withholding its sanction takes into consideration the question whether the increased accommodation proposed is necessary, or whether its decision is based solely on the ground of conformity or otherwise of the plans with the rules of the Department?

The Education Department, always gives its sanction to the enlargement of a Voluntary School if its rules are compiled with, but it does not follow that the increased space is thereafter reckoned as part of the school accommodation of the district.
