§ MR. J. G. WEIR (Ross and Cromarty)had given notice of his intention to move the following Amendment: —
That, in the opinion of this House, provision should be made for the payment of the travelling expenses of county councillors in Scotland to and from their residences to attend the meetings of the council.
§ * MR. SPEAKERruled the Question out of order, as it did not refer to anything arising out of the Estimates, but to a matter which could only be dealt with by legislation.
