HOBHOUSE (Somerset, E.)I beg to ask the First Lord of Treasury, if, in view of the inconvenience caused by this House having to decide on the merits of opposed Charity Commission Schemes after a short discussion taken after midnight, and often without any guidance from the Government as a whole, he will arrange that in future such schemes, if opposed, shall be referred to a Select Committee of this House, or 1340 to a Joint Committee of both Houses, as recommended by the Royal Commission on Secondary Education?
