I beg to ask the Vice-President of the Committee of Council on Education whether, under the provisions of the Education Bill, the Education Department will be deprived of their present power to order the formation of a School Board on the closing of a public elementary school; and whether it is intended by Clause 9 of the Education Bill to empower the Education Department to supersede a School Board in any case in which the Board is not in default within the meaning of the Act of 1870; if so, in what cases?
