I beg to ask the Vice President of the Committee of Council on Education, whether Clause 21 of the Education Bill is intended to apply to the case of children employed in labour, whose education is regulated by the Factory and Workshop Acts, etc.; and, whether it is intended by the Bill to prohibit half-time labour for such children under the age of 12 on and after 1st January, 1898?
