§ *SIR MATTHEW WHITE RIDLEYMy predecessor, in the course of a reply to a deputation from the National Union of Clerks which he received in March of last year, promised to make certain inquiries, and the result of those inquiries was, I believe, that he satisfied himself that he could not deal with the subject in the Factories and Workshops Bill then before Parliament.
