POWELL-WILLIAMS,) Birmingham, S.It is not contemplated that under ordinary conditions the wear and tear of the Militiamen's boots will be so much greater at manœuvres than it is at ordinary trainings as to require a double issue of boots. Should exceptional conditions arise, the question will be considered.
