Motion made, and Question proposed:— That it is expedient to authorise the payment, out of moneys to be provided by Parliament, of compensation for damage caused to any lands, within the limits prescribed by Order of Her Majesty in Council, that may become payable under the provisions of any Act of the present Session to facilitate the execution of Military Manœuvres; and the payment of remuneration to the Compensation Officers and Members of the Court of Arbitration appointed under the said Act.—(Mr. Brodrick.)

DR. CLARK moved, "That the Chairman do report Progress and ask leave to sit again."

THE UNDER SECRETARY OF STATE FOR WAR (Mr. BRODRICK,) Surrey, Guildford

asked the hon. Member not to persist in his Motion. It had been decided by the general consent of the House that the manœuvres should take place, and the Bill passed the Second Reading by a large majority. If the manœuvres took place, it was desirable that compensation should be provided for damage, and the Bill provided for it fully. He therefore hoped the hon. Gentleman would allow the present formal stage of the Bill to be taken.
