I beg to ask the Under Secretary of State for War if the extra grant now to be made to the Volunteers in respect of Capitation Grant is rightly interpreted as a bonus payment to enable regiments to adjust their financial position, and that the grant in 1897 and subsequent years will suffer no diminution in consequence?
