COLONEL RUSSELLI beg to ask the Financial Secretary to the War Office, whether, considering the present very low price of British oats and the admitted fact that they are superior in quality to those imported from Russia, he will give preference to home-grown products?
MR. POWELL-WILLIAMSI can only repeat that the whole question of the supply of forage to the Army is under the consideration of the Secretary of State; and that there is every desire to give preference to home-grown produce as long as such a course is consistent with economy. Regard will certainly be had to the quality as well as the cost of the forage purchased.
