LUTTRELL (Devon, Tavistock)I beg to ask the President of the Local Government Board if he can state how he proposes to prevent those persons who have come to reside in parishes on last Lady Day (and who would otherwise be eligible) from being disqualified from becoming Parish Councillors at the coming Parish Election?
§ MR. LUTTRELLArising out of that answer, Sir, may I ask the right hon. Gentleman whether, as a Bill is now before the House dealing with the subject of parish elections, he would consider whether he could allow an extra clause to be added to that Bill, which would have the effect of preventing this disqualification?
§ MR. CHAPLINI should be very glad to consider that proposal, but I would remind the hon. Gentleman that the Bill before the House merely gives temporary powers, and I greatly fear it would not be in order to move such a clause as he suggests.
§ MR. LUTTRELLIf an Amendment is proposed dealing with this matter in a temporary way in order to cover the present year, would the right hon. Gentleman support it?
§ MR. CHAPLINIt would be for the authorities of the House to decide whether such an Amendment would be admissible.
