CRIPPS (Gloucester, Stroud)I beg to ask Mr. Chancellor of the Exchequer, whether the Commissioners of Her Majesty's Woods and Forests should be granted power to apply to the Crown property in London the system adopted by the Ecclesiastical Commissioners in regard to their London property, whereby lessees are enabled, on the payment of an increased ground rent, to acquire a practical perpetuity of their holding?
