Friend has been carefully considered by the Secretary for Scotland, and some additional information has been recently asked for from the Prison Commissioners for Scotland, but, as the Secretary for Scotland does not intend to make any representation to the Treasury until the time for the consideration of the Estimates for 1897–8, he is not able at present to make any statement.
