§ On the Motion for the Second Reading of this Bill,
§ DR. TANNER (Cork, Mid)asked the Chief Secretary to give some short explanation of the Bill.
§ THE CHIEF SECRETARY FOR IRELAND (Mr. GERALD BALFOUR,) Leeds, Centralexplained that in introducing the Bill he gave a general description of its contents, in addition to which there was a memorandum prefixed to the Bill. It appeared to him that this was a Bill which should necessarily be discussed in the Standing Committee, and, if it was now read a Second time, he would move that it be referred to the Standing Committee.
§ MR. DILLONhoped his hon. Friend would not object to the Bill proceeding.
