I beg to ask the Under Secretary of State for War, whether officers on full pay are allowed to be at the head of political associations?

By becoming a soldier a man does not lose his civil rights, though in certain circumstances it may become undesirable that he should exercise them. Whether such circumstances exist cannot be determined without knowing the case referred to.
