I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland whether his attention has been called to the very great delay in the issue of the second section of the Draft Award in connection with the erection of labourers' cottages in the Fermoy Union under the "Fermoy Union Labourers Order, 1892"; and, if he will direct that steps be taken to expedite this matter?

The delay in issuing the second section of the draft award in this case is due to the fact that the solicitor for the guardians has requested the arbitrator not to proceed in the matter until proceedings undertaken by the guardians for the abandonment of certain proposed sites and the substitution of others are completed. This request has been made on behalf of the guardians in order to avoid the expense of a third section, which would be necessary if the second were proceeded with before the intended substitution. The arbitrator will prepare his draft award for the second section without delay, as soon as the guardians on completion of the substitution enable him to do so.
