§ DR. CLARK (Caithness)asked if the Government proposed to do anything with the Bill? If so, he would suggest that the present stage should be taken, and the Bill then referred to a Grand Committee.
§ THE FIRST LORD OF THE TREASURYagreed that the Bill ought to go to a Grand Committee, and with that object he would move that the Bill be now read a Second time.
§ Objection, however, being taken to the further consideration of the Bill, the Motion was deferred till Thursday.
